She was the daughter of Lt.Col. John C. and Fern (Dwelly) Foster. Fern grew up in Brewer where she lived until her late 40's when she moved to Lisbon. She was a graduate of Brewer High School and of Husson College.
Fern loved her family and was the glue that kept everyone together, organizing events, and always keeping in touch with everyone far and near. She always had time for the people in her life and maintaining relationships. She loved her Son, Grandsons, and Great Grands Beckett and Maddie. She was predeceased by her husband Richard L. Libby, Son Andrew (Andy) Williams, Brother Lt. Col. John C. Foster, Sister Berrita Foster, and Nephew Paul Dyer.
Fern was a popular girl in Brewer from a young age, and kept many friends throughout her life from her early years. Fern was engaged and active in the Bangor, Brewer area events and organizations. Her love of and avid reading of the BDN kept her informed throughout her life of happenings in her beloved hometown.
Around 1989, Fern moved to Lisbon to start her life with "Dick" whom she would later marry. Fern quickly became engaged in her new community and the LA area. She enjoyed Dick's large family of brothers and sisters, and she made new friends easily. Fern never met a stranger and once she met you, she knew you. Lisbon became home for the next 35 years.
